Abstract

Financial risk-taking in several Asian economies appears to be expanding under conditions that would ordinarily restrain it, including restrictive global monetary policy, energy-price shocks, and geopolitical uncertainty. This paper develops a conceptual account of this divergence between risk appetite and macro-financial fundamentals. Through an integrative review of the literature on financial cycles, retail derivatives trading, quasi-fiscal debt, international financial transmission, and financial regulation, it argues that three phenomena usually studied separately are related expressions of a common structural condition: retail speculative risk-taking, debt-financed state-led growth, and policy-directed capital allocation. In each, the perceived price of risk is suppressed below its underlying level. The suppression works through cognitive bias and platform design in retail markets, implicit guarantees in sub-sovereign borrowing, and policy mandates in state-directed lending. The analysis distinguishes two temporal forms of the divergence: losses that are realized but fail to discipline participation, and losses that are deferred and accumulate within balance sheets. It suggests that restrictive monetary and energy conditions may do less to restrain these channels than to raise the severity of eventual reversals, because the suppression mechanisms are largely insensitive to funding costs. Because each channel falls between the mandates of securities, macroprudential, and fiscal authorities, segmented surveillance creates a structural blind spot. The paper presents an integrative framework and five propositions, and derives implications for macroprudential policy, investor-protection regulation, fiscal transparency, and coordination across supervisory mandates. The framework is conceptual and untested. It identifies conditions under which vulnerability accumulates rather than predicting crises, and it provides a basis for future empirical investigation.
