Digital Connectivity and Financial Inclusion in Asia: A Thematic Review of Mobile Infrastructure, Account Ownership, and Policy Implications Using Global Findex 2025 Evidence

The proliferation of mobile phones and internet connectivity across Asia has generated widespread expectation that digital infrastructure expansion will drive commensurate gains in financial inclusion. This paper critically examines that expectation through a structured thematic review anchored in the Global Findex Database 2025 — the most comprehensive cross-national survey of financial access, usage, and digital connectivity available (Klapper et al., 2025) — supplemented by a systematic engagement with the scholarly literature on financial inclusion, mobile money, digital payments, demand-side barriers, and regulatory frameworks in developing and emerging-market economies. Its central analytical focus is the intra-Asian divergence between East Asia and the Pacific, which exhibits high smartphone penetration, near-elimination of the gender account ownership gap, and the highest rates of digital merchant payment adoption among developing regions, and South Asia, which exhibits persistent gender gaps in mobile phone ownership and digital literacy, limited digital payment adoption among account holders, and widespread account inactivity despite measurable expansion of formal account registration. The paper argues that this divergence cannot be explained by connectivity differentials alone and is better understood through an integrated three-layer mediating framework in which connectivity quality, demand-side enabling conditions — encompassing digital literacy, trust, income sufficiency, and social norm constraints — and the regulatory and institutional environment — encompassing payment system interoperability, digital identity infrastructure, and consumer protection frameworks — jointly determine the rate at which digital connectivity is converted into active and equitable financial participation. A secondary finding documents the migration of gender financial exclusion in South Asia from the account ownership dimension to the account usage dimension, implying that conventional financial inclusion metrics systematically understate the depth of female financial exclusion in the subregion. The paper derives specific implications for financial regulators, central banks, development finance institutions, and the scholarly research agenda on digital financial inclusion in Asia.
